From its formal constitution on 1st April 1934 (Essex Review Order, 1934) Billericay Urban District Council took over affairs of local administration and the District, comprised of eleven civil parishes, was divided into 8 Wards returning 23 Councillors. The first elections were held on Saturday 24th and Monday 26th March, 1934.

The 8 Wards were joined by Buttsbury, previously part of Chelmsford Rural District Council and now constituted to Billericay under the Essex Review Order. An election for the new Buttsbury seat was held on 21st March, 1936 which returned 2 Councillors. An election for seats in the other 7 wards was held on Saturday 4th & Monday 6th April, 1936.

On 26th May, 1936 the Council agreed to proposals to divide the district into six Wards. The Billericay Urban District (Alteration of Wards) Order, 1937, authorised the change to take effect from 1st April, 1937 and four councillors were alloted to each Ward. The first elections were held on Saturday 3rd & Monday 5th April, 1937 in Wards 1, 3, 4, 5, and 6.

In 1955 the County of Essex (Basildon Urban District - Number of Councillors) Order, 1955, dated 12th December, 1955, increased the number of councillors in Ward 4 from 4 to 6. An increase from 31 to 35 Polling Districts was created by an Order of the Essex County Council dated 16th January, 1956, known as the Essex Parliamentary Polling Districts Order, 1956.
